BREXIT: UK and EU clash on citizens' rights under no-deal Brexit

The EU’s chief Brexit negotiator Michel Barnier has been asked to think again after rejecting an appeal by the UK’s Brexit secretary for the full gamut of citizens’ rights in the withdrawal agreement to be protected in the event of a no-deal exit. In a clear signal from Brussels that it is not willing to countenance a “managed no deal”, Michel Barnier has described the suggestion that such elements of the agreement could be carved out was “far from straightforward” and that the focus should be on getting the Brexit deal ratified. While emphasising that British nationals living in the EU would not be “left in the dark” about their rights in the event of the UK leaving without a deal, he told Stephen Barclay that a range of problems existed in ringfencing the rights contained in the agreement, including the continued role of the European court of justice (ECJ). Under the terms of the withdrawal agreement, which has been rejected three times by the Commons, the ECJ would give rulings on the interpretation of the rights contained in the agreement. There would be no legal basis for such an arrangement if the withdrawal agreement is not ratified by the Commons. Conservative MP Alberto Costa, who forced a government rethink on European citizens’ post-Brexit rights through the tabling of a motion backed by the Commons, criticised the lack of effort by the Brexit secretary. “The UK government needs to do a lot lot more. Simply to write a letter to Barnier and expect a positive response is simply not good enough,” he said. “The government have not been trying enough to secure EU citizens’ rights.” Tabling an urgent question in the Commons on Tuesday, Costa told MPs: “It is inconceivable that that British government, let alone a Conservative government, could allow the rights of British nationals, living, working, studying in the EU to vaporise on the 31 October.” Liberal Democrat Brexit spokesman Tom Brake said the “charlatans” and “snake oil” of the Conservative party “will again tonight on TV be claiming that no deal will present no difficulties”. He said “it will present no difficulties for them” but would mean reciprocal healthcare for UK citizens retired in the EU would disappear. #Brexit #EuropeanUnion #UnitedKingdom

YouGov says that a poll of 892 Tory party members shows that they would rather sacrifice the integrity of the UK, as well as the very existence of their own party, in the Brexit cause, but would rather reverse Brexit than see a Jeremy Corbyn led Labour Party government. YouGov also says: "A similar proportion (61%) would also be willing to countenance significant economic damage done to the British economy in order to leave the EU." And here are the numbers: 63% would rather Brexit happened even if it meant Scotland leaving the UK, as opposed to 29% who would want to stop Brexit in this scenario. 61% of those asked would rather Brexit went ahead even if it cause significant damage to the UK economy, with only 29% against this. And if it meant Northern Ireland leaving the UK to get Brexit, well 59% said this would be acceptable, whereas only 28% would want Brexit stopped to prevent it. And 54% of them would be happy to see the Tory party itself destroyed to get Brexit with only 36% putting party ahead of Brexit. The only thing they put before Brexit was preventing a Corbyn government. 51% said they would rather drop Brexit if that's what it took to keep Corbyn out of Number Ten, with only 39% saying they'd take Corbyn as long as it meant Brexit too. And when it came to general elections, 58% said that leaving the EU without a deal would win them at least the next general election, while 62% said leaving with a deal would do the same. And 87% said that holding a second referendum would lose them at least the next general election. And when broken down further, 20% said it would lose them the next general election, 36% said it would lose them multiple general elections and 31% said it would damage the Tories permanently and keep them out of power for ever. And 51% said that if the Conservative Party reversed Brexit it would also finish the party for good. And to reinforce this, The Brexit Party was seen as a big threat to the Tory Party by 67% of respondents. Further, 46% of them would be quite happy to see Nigel Farage at the helm of the Conservative Party. And something that has been apparent to many is noted by YouGov when it said: "Just as Brexit has exposed new fault lines across British society the same is true of the Conservative membership. As many as half (51%) of Conservative members say they have more in common with supporters from other parties that share their Brexit stance than they do with fellow Conservatives who voted the other way in 2016." The University of Sheffield Department of Computer Science has put together a study that shows Twitter posts by MEP candidates from The Brexit Party, Change UK and UKIP generated an unusually high level of abusive replies in the run up to the EU elections. And The Brexit Party leader, Nigel Farage, was the most interacted with candidate receiving six times more abusive replies than the second most replied to candidate, Gavin Esler of Change UK. But the difference was that the abuse in the replies sent to Farage was aimed at other politicians like Theresa May and Jeremy Corbyn, while the abuse in the replies to Esler's Tweets were mostly aimed at him, mainly due to his use of the term 'village idiot' with regard to the 2016 Leave campaign. The University of Sheffield said: "Abusive messages in replies to Farage and other Brexit Party candidates largely centred on disagreement with the UK leaving the European Union, according to the findings. These abusive messages often agreed with and were triggered by the use of divisive rhetoric by the Brexit Party candidates themselves – for example tweets that contained the phrases “betrayal” or “phoney war”." But it goes on to say that Tory and Labour MEP candidate Tweets did not generate such polarised and abusive replies. Professor Kalina Bontcheva said: “What these findings, unsurprisingly, demonstrate is that politicians and parties who themselves use divisive and abusive language, for example, to brand political opponents as “village idiots”, “traitors”, or as “desperate to betray”, are thus triggering the toxic online responses and deep political antagonism that we have witnessed.” On overall Twitter engagement, not just replies, Nigel Farage was way out ahead with Lord Adonis second, with only half the engagement of Farage. But when it comes to party Twitter activity and generating Tweets, Change UK MEP candidates sent out the most Tweets with the Greens second. But the Brexit Party MEPs engaged more with the people who Tweeted them rather than author their own Tweets or re-Tweet. The Lib Dems and Greens got a low level of replies, but did attract a particularly civil tone of reply it seems. The Brexit Party candidates also received more Tweets than all the other parties combined, but the University of Sheffield does say that: "...the research has found that it has been impossible to establish how much of this engagement is truly organic..." The research on abusive replies triggered by Tweets from MEP candidates was commissioned by ITV’s Tonight programme – Angry Britain: Beyond Repair? Now, this all sounds a mite one way, but I am personally a bit active on social media platforms and have myself been the subject of some pretty abusive language, however logically and politely I try to present my arguments. Now, one question for me is the eternal free speech one, does Tweeting like this act as a safety valve through which to let off steam? Or is it something that helps to build up a head of steam that could go off elsewhere with unpleasant results? Then there's the question of what does the result of this study coupled with the result of the MEP elections themselves, tell us? That abusive Tweeting helps? Or would a more measured approach by Tweeters have won round more support for The Brexit Party? Or maybe it makes no difference at all. Opposition leader Jeremy Corbyn was accused of being a sexist and a misogynist today after appearing to call Theresa May a "stupid woman". The Labour boss was attacked by both Tory and Labour MPs after losing his rag with the PM during PMQs. Mrs May joked at the end of the pair's exchange today: "I've got some advice for the Right Honourable Gentleman - look behind you! "They are not impressed and neither is the country!" Mr Corbyn then shook his head and muttered "stupid woman" under his breath, as a lip-reader confirmed. Health Secretary Matt Hancock said at his outburst: "The mask slips. Jeremy Corbyn's abuse of the Prime Minister shows what a reactionary misogynist he is." And Labour's Jess Phillips said it was "sexist" and he "should apologise". Furious MPs raised the matter with the Commons Speaker just minutes later. Patrick McLoughlin fumed: "Would it not be appropriate for him to come back in the Chamber and apologise?" Politicians shouted "disgrace!" and "shame!", and Tory CCHQ boss Brandon Lewis demanded he apologise. He said: "Looks shocking on the film, unacceptable in any environment." Deaf drummer Evelyn Glennie told the BBC she was very certain he had said what was claimed. But Jeremy Corbyn's spokesman insisted this afternoon he WOULDN'T say sorry, saying he'd not said that.

The Brexit Party has been ordered by the Electoral Commission to overhaul its donations procedures to ensure foreign donations cannot get through and to also go back and check on all of the £2.5 million it has reportedly received. This comes after the visit the electoral watchdog made to The Brexit Party HQ on the 21st of May, after which it said that: "We have concluded that the fundraising structure adopted by the party leaves it open to a high and on-going risk of receiving and accepting impermissible donations." And the Independent quotes an Electoral Commission spokesman as saying: "Based on the information we reviewed, we assess the party to be at risk of noncompliance with its financial scheme and obligations under PPERA." Which is the Political Parties, Elections and Referendums Act 2000. And they went on to say: "In particular, the fundraising structure the party has adopted, coupled with insufficient procedures, leaves it open to a high and ongoing risk of receiving and accepting impermissible donations, and being unable to maintain accurate records of transactions." And the chairman of the Brexit Party, Richard Tice, when asked about the potential for impermissible donations, has reportedly said: "I don't sit in front of the PayPal account all day" and "I don't know what currencies people are paying in". The Electoral Commission has put together a 'high risk' action plan for The Brexit Party to follow, where the party is expected to: Look at all the payments it has received, even the ones below the £500 anonymity limit, and report any breaches of electoral donations laws. Change its online donation acceptance system to take names and addresses of all donors and only accept payment when the card address matches. Increase the £500 limit on donations, as it this limit that could encourage people to make multiple donations that don't get declared as they should be. Ensure people can only sign up as registered supporters by using the payments process. And any money from impermissible donations is to be paid back or handed over to the Electoral Commission. On top of that, says the New European, The Brexit Party "...must also retrospectively report all goods and services offered to both national and regional organisers during the EU elections." The Commission did report on the 12th of June that The Brexit Party had handed back one donation of £1,000 as it could not identify whether it was from a permissible source or not. It does seem that The Brexit Party has, rightly or wrongly, attracted the attention of the Electoral Commission. And I suppose it depends on which side the the Brexit fence you sit on as to how justified you feel this action has been. But to put this in context, the Labour Party has paid a few fines this year, one of them was a record £12,000. After eight days of parliamentary debate and 200 speeches, members of the House of Commons ignored the Prime Minister's final pleas and delivered a humiliating verdict on her plan to take Britain out of the European Union. The result -- the worst parliamentary defeat for a British government in the modern era -- means the Prime Minister now faces a deep political crisis, with no clear path out of the mess. Speaking moments after May's humiliating defeat, opposition Labour leader Jeremy Corbyn put forward a motion of no confidence in May's government. Corbyn said the challenge would allow the Commons to "give its verdict on the sheer incompetence of this Government." Not only Germany but also Sweden today warned Britain’s next prime minister will be blocked from renegotiating Theresa May’s hated Brexit deal. Swedish Europe minister Hans Dahlgren reinforced EU’s stance, insisting: “Our position is clear, this withdrawal agreement is the firm agreement that we stick to.” He signalled that any talks between the next prime minister and EU negotiators would have to focus on the political declaration, which sets out guidelines for the future UK-EU relationship. “When it comes to the future, the political declaration, we can always accommodate and have a discussion but on the terms of the withdrawal that’s where we stand,” Mr Dhalgren said. “The withdrawal agreement includes the backstop and this is something that we hope will never have to be used but in the eventuality that arrangements cannot be done before this is what’s included and that’s where we stand." #Brexit #HansDahlgren #Sweden
